The paper seeks to explore the reasons why the SDGs have not yet been effective: only 18% are considered to be on track for realisation by 2030. By evaluating these limitations, we propose new foundations that should underpin the post-2030 Agenda SDGs. We then use these foundations to develop a framework to evaluate certain SDGs and to study the tensions emerging from the local SDG initiative of the Citizens' Committee of Pontevedra. Thereby, we try to evaluate our own foundations through an empirical case.
